The Law 2817/2000, article 1, concerning the "Education of people with special educational needs and other provisions" and the organisation and operation of Diagnosis, Evaluation and Support Centres (KDAY) and Special Education School Units (SMEA) as well as the Rules of procedure of Diagnosis, Evaluation and Support Centres (KDAY) (No. of decision Γ6/4494, 8-11-2001) refer to the support and assistance to persons with special educational needs, mainly by restricting these people in those characterised by impairments and within the educational areas of special education.
Moreover, paragraph 3 refers to early childhood and adolescence people that do not belong in the previous case "but they need special educational approach and care for a certain period or for the whole period of school life."
Family environment plays an important role in determining school performance of the child. If parents know the abilities and potential of their child and accept it, they will encourage, from the early years of his/her life, his/her tension for independence and enhance his/her interest in the best school performance. With the personalised treatment for children who experience a learning difficulty, children will learn to organise better their studying as well as to concentrate and perform more. Parents find that there is a "solution" to their problem, that there is a way out, even when they constantly hear from teachers that their children "fail".

A visit at a Medical Education Center for Certification of Special Education Needs, or a Mental Health Center of his/her area, or a Differential Diagnosis, Diagnosis and Support of Special Educational Needs Centre (KEDDY) is proposed in order for learning difficulties to be validated by a state body and by Medical Education Centres from other Ministries (Ministry of Education, Research and Religious Affairs Φ.251/25335/Α5/15-2-16 (ΑΔΑ: 6ΡΚΗ4653ΠΣ-ΜΜΨ)
According to the Law 3699/08 (Greek Government Gazette 199 Α/2-10-2008): "Special Education for persons with disabilities or special educational needs" Article 3 states that:" Students with disabilities and special educational needs are those who, for all or a certain period of their school life, have significant learning difficulties due to sensory, mental, cognitive, developmental problems, psychiatric and neuropsychological disorders, which, according to the multidisciplinary assessment, affect the process of school adjustment and learning. Students with disabilities and special educational needs are those particularly have ...... specific learning difficulties such as dyslexia, dysgraphia, dyscalculia, illegible handwriting, spelling disorder, attention-deficit disorder with or without hyperactivity, ....... In the category of students with disabilities and special educational needs, students with low school performance associated casually with external factors such as language or cultural differences, are not included. 2. Students with complex cognitive, emotional and social problems, delinquent behaviour due to abuse, parental neglect and abandonment or because of domestic violence, belong to people with special educational needs. 3. Students with special educational needs are also students who have one or more mental skills and talents developed to an extent that goes well beyond the expected for their age group. By an order of the Minister of National Education and Religious Affairs on the recommendation of the Pedagogical Institute, the development of assessment standards and specific training programs is conferred for these students in Faculties or Departments of Universities who, after a call adressed to them by the Ministry of Education and Religious Affairs, express their interest. Those students do not apply to the other provisions of this Law.
The article 4 of the same Law states that: The special education needs of students with disabilities and special educational needs are investigated and recorded by KEDDY, [Amendment] by Committee on Educational Assessment and Support (EDEAY) -REPLACEMENT OF THE ABOVE WITHIN "" WORDS WITH PAR. 4 OF THE ARTICLE. 39 OF THE LAW 4115/13, GREEK GOVERNMENT GAZETTE-24 A/30-1-13 and the certified by the Ministry of Education and Religious Affairs Medical Education Centres of other Ministries. 1. The KEDDY Centres assess students who have not completed the twenty-second (22th) year of their age. The assessment is carried out by a five-member multidisciplinary team, consisting of deputies of special needs education (of pre-school or primary or secondary education), a child psychiatrist or a pediatrician expertised in child neurology or a neurologist expertised in child neurology, a care worker, a psychologist and a speech therapist. In this interdisciplinary team may also participate an occupational therapist or a member of the specialised Special Education Staff of the primary education sector 31 according to the case, on the recommendation of the Head of the competent KEDDY Centre. [Amendment]"People over 18 who have been assessed as people with disabilities or special educational needs fall within the competence of KEDDY Centres." - REPLACEMENT OF THE FOURTH SUBPARAGRAPH OF PAR. 1 OF THE ARTICLE 4 WITH THE PAR. 13 OF THE ARTICLE 28 OF THE LAW 4186/13, GREEK GOVERNMENT GAZETTE 193 Α/17-9-13 [AMENDMENTS] "The KEDDY Centres are required to provide a report within a period of forty-five (45) days from the submission of the application. We note that according to par. 21 of the article 28 of the Law 4186/2013 "Medical Education Centres of other Ministries are recognised as a diagnostic and assesment body and their reports are valid even when their participation of deputies of special needs education in these centres is impossible." According to par. 17 of the same article, "All reports of KEDDY Centres and Medical Education Centres for any reason have a permanent effect." In addition, special learning difficulties of candidates are investigated and identified by the Centres of Differential Diagnosis and Support of Special Needs Education (KEDDY) and by Medical Education Centres of other Ministries (Ministry of Education, Research and Religious Affairs Φ.251/25335/Α5/15-2-16 (ΑΔΑ: 6ΡΚΗ4653ΠΣ-ΜΜΨ): Submission of documents for oral or written examination for candidates with disabilities and special educational needs or special learning difficulties, under the Law 3699 / 2008, in the national exams of 2016, for entering in higher education.)
